Apparel & Streetwear

Fiber % is the classification.

A blended garment is multiple lines, not a guess. Missing fiber content, unnamed construction, or a China-touch cotton pack is a hold we flag before ACE. A licensed broker still signs the 7501.

EWR, JFK, and LAX on one file. UFLPA is a gate, not a footnote.

The invoice that fails

“Cotton hoodie” is not a heading.

A streetwear invoice that reads as one SKU is three facts on a 7501. Fiber. Knit or woven. Gender and construction. Houses that file a single 61 heading pay for it in CF-28s — not on the drop.

We split the line while the aircraft is still over the water. If the fiber breakdown is missing, we pause. We do not invent a suffix to look fast.

Fiber content is the heading. The photo is not.

01 · The split

Read the garment. Then transmit.

Fiber

Percentages on the line.

Cotton, polyester, elastane — named and totaled. A “blend” with no math is a pause, not a 61 catch-all.

Construction

Knit is not woven.

Chapter 61 and 62 split on that fact. Fleece, jersey, and twill are not interchangeable suffixes.

Cut

Men, women, or children.

The statistical suffix cares. A unisex drop still has a principal user. We will not guess it from the lookbook.

Origin

Yarn is not the factory.

A Vietnam sew with China-touch cotton is a tracing problem. UFLPA sits in the vault before ACE.

02 · The gate

UFLPA is a packet, not a slogan.

If cotton has a China touch, the tracing file is on the desk before we transmit. We will not send a 7501 that still owes that fact. A yellow line on the dashboard beats a detained belt.

CPSC care labeling does not replace the tariff line. Fiber for classification and fiber for the hangtag have to agree — or we pause.

03 · The lane

Air replenishment, not a seasonal scramble.

Weekly drops book EWR and JFK. West-coast programs use LAX. The file does not care which door it used. Repeating SKUs stay mapped so the next invoice is not a first-time classification.

Repeating SKUs still need fiber on the invoice.

04 · What we need

Send the invoice. We will say if the file holds.

  1. Fiber breakdown Percentages that add to 100. “Cotton blend” is not enough.
  2. Knit or woven Named on each line. Construction is the chapter.
  3. Gender / age Principal user on the commercial invoice, not inferred from the photo.
  4. Country of origin Where it was made — and where the cotton was grown if UFLPA is in play.
  5. SKU map Repeating styles keep the same heading. A new fabric is a new line.

Entry

3461 / 7501

The entry is built as the invoice is read. A licensed broker still signs.

Questions we actually get

The file before the appointment.

Can a cotton/poly hoodie be one HTS line?

Only if the fiber mix and construction support one heading. Most blends split or need a documented essential character. Missing percentages are a pause, not a guess.

When does UFLPA apply?

When cotton may have a Xinjiang touch — including yarn, fabric, or trim. The tracing packet sits in the vault before ACE. We do not transmit a streetwear entry that still owes that fact.

What belongs on the commercial invoice?

Fiber %, knit versus woven, principal user, country of origin. A lookbook PDF is not the proof.

Do you clear apparel at EWR?

EWR and JFK take the weekly air. LAX takes the west-coast programs. The licensed file is the same desk.

The desk

Bring one messy apparel invoice.

A consultation returns classification notes, PGA flags, and a flat fee. If the file is not one we can defend, we will say so in the memo.
