01 · Classify & file
The entry is the last step, not the first.
- Tariff classification 10-digit HTS under GRI 1–6. We pause rather than invent a statistical suffix.
- Entry preparation & filing CBP Form 3461 for cargo release. CBP Form 7501 for the entry summary. Broker-signed.
- PGA clearance FDA, EPA, FWS, and CPSC declarations in the vault before ACE transmission.
02 · Admit & move
The crate still has to leave the terminal.
- Importer Security Filing (ISF 10+2) Ocean freight files before the vessel sails. 19 CFR 149 is a gate, not a courtesy.
- Customs bond procurement Continuous or single-entry, sized to expected duty. No silent IOR.
- Freight forwarding & drayage Port to warehouse on the same file the broker signed — not a second operations team.
03 · Correct, defend, recover
Liquidation is not the end of the file.
- Post-summary corrections & protests Fix clerical error on one clock. Dispute CBP under 19 U.S.C. § 1514 on another.
- Audit defense & binding rulings CF-28 and CF-29 answered. CROSS applied for when the facts warrant a ruling.
- Duty drawback Refunds on imported goods that subsequently export. Duty should not stay stranded.

Newark Liberty takes the watch freight the maisons actually book. A gold watch is four classifications, not one. Houses that file a single 9101 line pay for it in CF-28s. We allocate before the 7501 is drafted.

Philadelphia is the quiet luxury air lane — leather goods, small parcels, and DTC replenishment that should never sit for a “status.” If the packing list is in the vault, PHL is a same-day conversation.

A python hold is not paperwork. It is a missed trunk show. FWS eDec and the foreign CITES permit have to exist before the 7501 — not after LAX pulls the belt.
