Professional Salon & Grooming Equipment

Tools, chemicals, and the kit.

Electrical goods, blades, and cosmetics in the same carton are a multi-line entry. PGA flags sit in the vault before we transmit. A licensed broker still signs the 7501.

JFK and MIA on one file. A kit is a packing description, not a heading.

The invoice that fails

“Salon kit” is not a heading.

A starter kit that reads as one SKU is often four facts on a 7501. The iron. The shears. The chemical. The cape. Houses that file a single 85 dump pay for it in CF-28s and FDA holds.

We split the line while the aircraft is still over the water. If wattage or intended use is missing, we pause. We do not invent a suffix to look fast.

Professional hair-thinning shears
Blades, motors, and chemicals do not share a suffix.

01 · The split

Open the kit. Then transmit.

Electrical

Wattage on the invoice.

Irons, clippers, lamps. Function named. A “tool” with no power source is a pause.

Blade

Shears are not the iron.

Cutlery headings are not 85. We split. We do not file the prettier chapter over the kit.

Chemical

Color is a cosmetic.

Dye, disinfectant, adhesive. FDA Prior Notice can ride. The carton is evidence.

Furniture

The chair is 94.

A hydraulic chair in the same container as clippers is not one heading. We allocate.

02 · The gate

The kit is several files.

Cosmetics in the same carton as tools can pull FDA Prior Notice. We flag it from the packing list. We will not transmit a 7501 that still owes that packet.

Electrical safety and CPSC can sit on consumer-facing kits. Professional-only facts have to be on the invoice — not inferred from the brand.

03 · The lane

JFK for European tools. MIA for the south.

Distributor replenishment still moves as licensed entries. The file does not care which door it used. Repeating SKUs stay mapped so the next kit is not a first-time classification.

Pair of professional hairdressing shears
A kit is opened on the invoice before ACE.

04 · What we need

Send the invoice. We will say if the file holds.

  1. Kit contents Each article named. “Salon kit” is not enough.
  2. Electrical facts Function, wattage, voltage. Spare blades listed separately if they split.
  3. Chemicals Intended use. FDA Prior Notice if the facts are cosmetic.
  4. Professional vs consumer Who it is sold to. CPSC can follow the consumer kit.
  5. Country of origin On each line if the kit was packed from mixed origin.

Classification

Tariff classification

GRI on each article in the kit — not a SKU mapped to last year’s 85.

Entry

3461 / 7501

The entry is built as the packing list is read. A licensed broker still signs.

Questions we actually get

The file before the appointment.

Can a salon starter kit be one HTS line?

Almost never. Tools, chemicals, and textiles split. We open the kit on the invoice before ACE.

Do hair colors need FDA Prior Notice?

If FDA reads them as cosmetics, yes. We flag it from the packing list and block transmission until the confirmation is in the vault.

What belongs on the commercial invoice?

Each article, electrical facts, chemical use, origin. A kit photo is not the proof.

Do you clear salon freight at JFK?

JFK takes European tools. MIA takes the south. The licensed file is the same desk.

The desk

Bring one messy salon invoice.

A consultation returns classification notes, PGA flags, and a flat fee. If the file is not one we can defend, we will say so in the memo.
